Section 7000 Facilities

It is the Clinton Board of Education’s responsibility to develop and implement plans for the District that will meet the educational requirements of the community for the present and the future. Accordingly, the Board establishes the following planning goals for school building projects:
- Develop both short-term and long-term facility needs plans;
- Provide the facilities needed to equitably and adequately serve all students in the District;
- Provide facilities and equipment that will best support and accommodate the needs of a quality educational program;
- Design, construct, and maintain facilities, as needed, with particular attention to safety, security, appropriate lighting, heating, ventilation, acoustics, spatial factors, aesthetic appearance, and accessibility requirements for disabled students and staff;
- Plan for flexible and adaptable school spaces through incorporation of features such as moveable walls and multi-purpose facilities in order to best accommodate present and future needs for instructional areas;
- Consider the adaptability of facilities to maximize community usage; and
- Consider the adaptability of school facilities to address enrollment projections and anticipated student population.
Decisions pertaining to the accomplishment and/or modification of major school building projects shall be made only after careful consideration by the Board and administration. The Board of Education may consider soliciting additional input from school and community stakeholders when the Board deems it appropriate.
Development of Short-term and Long-term Facility Needs Plans
The Board of Education will develop a 1-year and 10-year facilities plan for the school district and update it annually. The Board will also annually update the district enrollment projections and give careful review and consideration to the enrollment data in the planning and decision-making process. The plan will focus on those repairs, renovations, alterations, and/or modernization projects that will improve the educational function and usage of current school facilities. Items which may pose a danger to staff and/or student health, safety or security should be dealt with expeditiously by the Board.
The short-term facility needs program should include, but not be limited to, those projects which improve the educational environment for students and teachers by raising the physical standards of school buildings and/or are needed to comply with state and/or federal guidelines. In addition, the short-term and long-term plan shall include the equipment and support materials necessary to maintain the safety and appearance of the physical plant and enhance the educational learning experience for the students in the areas of technology and food service as necessary.
The Board of Education’s short and long-term facilities plan shall be reviewed and updated annually. The plan shall include financial estimates of providing the necessary school facilities. The Board of Education will annually adopt the one-year and ten-year plan to be presented to the Town board governing the appropriation of funds.

A building operated and maintained by the school district may be retired from use when the Board of Education determines that it is no longer useful to the district and/or is unsuitable to the current needs or projected needs of the district. The facilities plan for the district should be the base for considering the closing of a facility, and should require additional study of the possibility of remodeling the facility for multiple purposes or alternate considerations for use by the district. To evaluate these decisions, The Board of Education will follow processes outlined in its Bylaws 9130. When a building is retired from use, it shall be returned to the Town and shall no longer be operated or maintained by the Board of Education.

It shall be the prerogative of the Board of Education to establish the need and appropriateness for naming any school unit, which includes all outdoor and indoor facilities of the school. When the need has been determined, guidelines will be established by the Board of Education and input will be sought from members of the community.
If the school is named after a person, preference shall be given to names of persons who have made a significant contribution to education and/or the community.
