The Clinton Board of Education is committed to fostering a safe, supportive, and inclusive school environment for all students and staff. In support of this goal and state law, the board has adopted the Connecticut School Climate Policy (5068). This policy provides information for reporting, assessing, and responding to challenging behavior and bullying.

Reporting Challenging Behavior and Bullying

Challenging behavior is any behavior that negatively impacts school climate or interferes with learning or safety of students or staff. If you are a student, parent, guardian, or school employee and you'd like to report an alleged incident of challenging behavior or bullying, follow the directions below:

  • File a written report: Use the Challenging Behavior Reporting Form to submit a written report. This form is available on the Board's website and in each student handbook. Reports should be reasonably specific, including the date, location, a description of what happened, and the names of potential witnesses. 
  • Submit the report: The form can be filed with the building principal, program administrator, or the School Climate Specialist. Students may choose to submit the form anonymously.  All reports are then forwarded to the School Climate Specialist for review.
  • Get assistance: You can complete the form electronically or in hard copy, or you can meet with the School Climate Specialist for help.
  • Confirmation: After you submit a form, the School Climate Specialist will provide you with a confirmation of receipt within three school days.

 


Assessing Challenging Behavior and Bullying

 

Once a report is submitted, the School Climate Specialist or another designated administrator will begin an investigation. This investigation involves a few key steps:

  • Review the report: The administrator will review the information provided in the Challenging Behavior Reporting Form.
  • Gather information: To do this, the administrator will consult with individuals who may have relevant information, including the person who made the report, the individuals affected by the behavior, and any witnesses. They will also review any relevant materials, such as records, statements, or videos.
  • Confidentiality: Throughout this process, confidentiality is maintained to the extent possible, in accordance with state and federal law.
  • Investigation Form: The administrator will complete an Investigation Form during the assessment.
  • Determining a response: Within a reasonable amount of time, the School Climate Specialist will decide what actions, if any, should be taken to address the behavior and prevent it from happening again.
  • Notifying the reporter: Within three school days of completing the assessment, the School Climate Specialist will complete a Response Process(es) Notification Form and provide it to the person who originally filed the report. This form will describe the steps taken, keeping in mind student confidentiality.
